Circle rate is a rate fixed by the Govt., which
is the minimum rate for the valuation of a plot, house, flat, particular area,
etc. for the purpose of determining the payment of the stamp duties for the
sale, transfer or otherwise creating third party interest in such plot, house,
flat, particular area etc.
